As we finish the first legislative week after Independence Day with a vote on the Military Construction and Veterans Affairs Appropriations Act—one in a series of twelve appropriations bills, —I cannot help but wonder if those of you at home are noticing an unfortunate trend: all of the appropriations bills thus far have been introduced under closed rules.
